CANBERRA, Feb 4 AAP - The Rudd government initial's $10.4 billion stimulus package
gave a major boost to spending in the run-up to Christmas, new data released on Wednesday
suggests.

Also aided by cheaper petrol prices and lower interest rates on home loans, consumers
spent a record $19.2 billion in December, a 3.8 per cent seasonally-adjusted increase
on the previous month, the Australian Bureau of Statistics data shows.

This was the largest monthly increase since August 2000.

QLD:Proud Fraser celebrates gay union laws

BRISBANE, Dec 1 AAP - Queensland's deputy premier Andrew Fraser has thanked his parliamentary
colleagues for passing his bill and handing gay and lesbian couples the right to enter
into legally recognised civil unions.

"Many Queenslanders will wake up this morning knowing that their human relationships,
their loving and committed relationships, are now regarded as equally valid before the
law," he told ABC Radio.

"The fact many Queenslanders now feel dealt into the community, part of the community,
in a way they haven't before is the absolute goal of being able to be a member of parliament.

"I thank my colleagues for their support and for the privilege of being able to bring
this change to Queensland."

The vote, which passed 47 to 40, comes a few days before the issue of gay marriage
is considered at the Labor party's national conference.

Queensland Labor MPs were given a conscience vote on the issue, with four opposing it.

The 31 opposition Liberal National Party MPs voted as a block against the Civil Partnerships
Bill, along with five of the six independent or minor party MPs present.

Gay and lesbian rights activists said it was a momentous milestone for Queensland.

Parents and Friends of Gays and Lesbians national spokeswoman Shelley Ardent said cheers
erupted in the chamber when MPs passed the bill.

"There was absolute joy. This is a huge step forward for dignity and rights in same
sex couples," said the campaigner whose son came out in 1995.

"When James came out, homosexuality had only been decriminalised for five years. All
he had was the right to be gay, now he pretty much has as many rights as the Queensland
government can give him."

She said LNP leader Campbell Newman had lost her vote over his party's position on
the bill, and expected other voters might make the same decision.

"Campbell Newman says he believes in same sex marriage but then directed the whole
party to vote against it," she told AAP.

"If he's willing to use the double standards theory with the gay community, he'll use
it with others."

Mr Fraser said procedural issues meant gay and lesbian couples eager to take advantage
of the new laws would have to exercise some patience.

He said the first civil union ceremonies, to be conducted by civil notaries, could
happen from early next year.

Mr Fraser said there was nothing in the laws to prevent a religious minister from registering
as a civil notary and performing the ceremonies.

The LNP has said Mr Newman never directed MPs to vote against the bill and the decision
was made in a unanimous party room vote.

9 March 2011 - Italian online fashion retailer Yoox Group SpA (BIT:YOOX) posted a net profit of EUR9.1m (USD12.6m) for 2010, a 122.5% surge on the year, the company said on Wednesday.
Net revenues rose 40.8% to EUR214.3m. Earnings before interest, tax, depreciation and amortisation (EBITDA) increased 25% to EUR18.8m.

Operating profit soared 69.8% to EUR15m.

Yoox's net financial position stood at EUR22.8m as at 31 December 2010, compared with a net cash of EUR34m at end-2009.

QLD:Gold Coast no 'crime capital': minister

GOLD COAST, Dec 6 AAP - The Queensland government has brushed aside a claim by the
state's police union that the Gold Coast has become Australia's new crime capital as detectives
investigate a third shooting incident in 48 hours.

In the most serious attack a father was gunned down in the heart of Surfers Paradise
on Saturday night in an apparent random shooting.

The Queensland Police Union (QPU) has demanded an immediate "massive injection" of
extra officers.

QPU president Ian Leavers said he's very concerned about the shootings.

"I have long said that the Gold Coast is the new crime capital of Australia and police
are vastly under-resourced on the Gold Coast," he told AAP on Monday.

"The CMC (Crime and Misconduct Commission) and internal police reports all agree that
a massive injection of extra police numbers on the Gold Coast is needed.

"I have called for an additional 100 police both in general duties and plainclothes
detectives to tackle the growing crime on the coast."

However Police Minister Neil Roberts said police were throwing tremendous resources
at solving the shootings.

Mr Roberts said statistics don't support the claim that the Gold Coast is becoming
a "crime capital", with offences falling in several areas from break and enters to assaults.

"The Gold Coast is well serviced by the Queensland Police Service in terms of police
numbers," he said.

"They're putting a lot of resources into solving crime and getting results."

Premier Anna Bligh said the shootings were shocking.

"And one of the reasons they're so shocking is that they are so unusual," she told
reporters in Brisbane.

"It is not usual for us to see in any part of Australia three gunshot incidents like
this in such a short space of time."

She said until police had completed their investigations, it was hard to understand
the incidents fully.

"Here in Queensland we have some of the toughest gun laws in Australia but if in this
investigation we find anything that suggests we should be revisiting them then we won't
hesitate," she said.

MELBOURNE, April 29 AAP - Victoria Police has continued its apparent makeover to toughen
up with the announcement that officers will have new rapid fire semi-automatic guns.

The announcement comes as police prepare to trial stun guns and plan to bring in tougher,
military style uniforms and equipment vests along with larger capsicum spray canisters.

The first change of guns in 34 years involves a switch from six-shot revolvers to semi-automatic
pistols with magazines of 15 rounds.

Unlike revolvers semi-automatics self-load but only fire one bullet at a time.

The new guns will start being rolled out between late this year and early 2012.

The issue of new guns came to a head in May 2008, when drug dealer Samir Ograzden,
25, used a semi-automatic pistol to shoot Senior Constable David McHenry in the leg as
he tried to reload his six-shot revolver.

Another officer shot Ograzden dead but the events sparked a campaign led by the police
union for police to be better armed with semi-automatic pistols.

Police Deputy Commissioner Kieran Walshe told reporters on Thursday that the new Smith
and Wesson was the "best weapon it could find" and came after a "huge, independent testing
regime" with officers to receive four days of training to use them.

"There was a thrust from parts of the community and elsewhere about us needing to update
old and outdated weapons," Mr Walshe said.

Most police officers will never fire their gun, but RMIT University criminologist Julian
Bondy warned the so-called "makeover" and rollout of a more lethal gun was not a good
look.

"What will a Victorian police officer look like in 2012?" Dr Bondy asked.

"Do Victoria Police really want to signal to the community that it's a really dangerous
world out there ... and a range of weapons need to be made available for the use of force?"

Former police chief commissioner Christine Nixon long opposed Tasers and semi-automatics,
citing worries about accidental discharges and retraining among her concerns.

One Melbourne-based weapons expert and former army officer, who did not want to be
named, said he was pleased the Smith and Wesson had been chosen ahead of the Glock, which
had been involved in more than 40 "misfires" in Queensland, NSW and Western Australia.

"The Smith and Wesson is a more conventional semi-automatic handgun ... it has an optional
independent safety catch. With the Glock the safety mechanism is built into the trigger,"

he told AAP.

Victoria Police Superintendent Terry Banks said he was not worried about how the new
gun would perform.

"We're extremely confident it will behave like we need it to behave, and during the
four days of training members receive they will also be taught what they need to know
in relation to any jam should that in fact occur," he told reporters.

"It allows members access to additional rounds should they need that. We don't expect
that's required but it's always at the back of people's minds."

Police Association assistant secretary Bruce McKenzie said "the realities of policing
in Victoria" meant officers should be properly armed.

WA: TC Laurence upgraded to category 5 as red alert issued

The West Australian coastal community of Kuri Bay is on red alert after Tropical Cyclone
Laurence was upgraded to category five status.

Laurence .. the first cyclone of the season off the WA coast .. is small but intense
and wind gusts of up to 285km/hr have been recorded close to its centre.

The Bureau of Meteorology says Laurence is estimated to be 35 kilometres west northwest
of Kuri Bay .. about 370km north of Broome .. and is moving south-west at 9km/hr.

A yellow alert's in place for people in or near the communities of Mitchell Plateau
.. Koolan Island and Cockatoo Island.

Destructive winds are expected this afternoon and evening.

Vic: Firefighters make progress in cool weather spell

MELBOURNE, Feb 13 AAP - A spell of cool, calmer weather has allowed firefighters to
build new control lines and extend others as Victoria's bushfire crisis enters its sixth
day with 15 blazes still out of control.

Cool conditions had reduced the intensity of many fires, allowing fire crews to backburn,
fortify control lines and black out areas they had not previously been able to reach,
Department of Sustainability and Environment spokesman Kevin Monk said.

But the race was on to get on top of the fires before expected extreme temperatures
and hot northerly winds by Wednesday and the possibility of lightning strikes on Monday
that could start new fires.

Up to 60 bulldozers were working to build control lines on the eastern edge of the
108,000 Yea-Murrindini fires, a part of the massive Kinglake Complex that has so far claimed
147 lives, he said.

"We've done a lot of consolidation work on our fire lines and some of our crews are
having a rest," Mr Monk said.

Work on the Yea-Murrindindi fore would better protect communities near Alexandra in
the north and Healesville in the south, Mr Monk said.

Communities in Healesville, Chum Creek, Badger Creek, Steels Creek, Dixons Creek, Yarra
Glen, Toolangi and Castella were advised to remain alert to fire activity.

The 25,000ha Bunyip Ridge fire remained quiet during the cool weather, allowing firefighters
to black out and mop up in troublesome sectors of the blaze, he said.

There are fears that the Bunyip Ridge blaze in Gippsland and the Yea-Murrindindi fires
to the north may join unless protective work being carried out succeeds.

Melbourne's already drought-starved water catchments could also be under threat by
fires sparked by lightning strikes near Healesville and Warburton, just east of Melbourne.

Major fires still burning out of control include the Churchill-Jeeralang fire (21 fatalities,
36,000ha) and the Beechworth blaze (two fatalities, 30,700ha).

Two other blazes, at Dargo in the high country (15,000ha) and at Wilsons Promontory
(2,850ha) are burning unchecked in inaccessible country.

The death toll from the Victorian bushfires is expected to rise well over the 181 confirmed
fatalities already recorded.

More than 450,000 hectares of land has been blackened, with 1,069 homes destroyed.

The Greens say cutting the welfare payments of parents whose children aren't in school
.. will produce more homeless kids.

The federal government says it will introduce laws this week to cut the welfare payments
.. with Education Minister JULIA GILLARD saying there's no excuse for not having children
regularly attending school.

Ms GILLARD says as many as 20-thousand children could be regularly missing classes.

And Community Services Minister JENNY MACKLIN says at least two thousand children in
the Northern Territory are not even enrolled.

The plan .. which will be trialled in eight communities before being expanded nationally
.. has already been backed by New South Wales Premier MORRIS IEMMA .. who says parents
must live up to their responsibilities.



DISABILITIES (CANBERRA)

The federal disability commissioner has threatened to name and shame government departments
and agencies which don't make public information accessible to people with disabilities.

Commissioner GRAEME INNES says there have been several occasions when public information
hasn't been made available to the hearing- or vision-impaired.

These included the green paper on a planned carbon emissions trading scheme and the
GroceryWatch website.



WORKPLACE TELSTRA (MELBOURNE)

Telstra will today offer its wholesale division staff a 12.5 per cent pay rise over
three years .. after walking away from union negotiations in July.

The company is also offering the option for annual performance bonuses of up to 7.5
per cent and new options for salary packaging.

There are about 750 employees in Telstra's wholesale division .. with more than half
on individual contracts.



GUSMAO RUDD (CANBERRA)

Dili and Canberra will discuss ways East Timorese workers can come work temporarily
in Australia .. but there are no immediate plans for the country to take part in a guest
worker scheme.

East Timor is keen to be a part of a trial scheme .. launched by the federal government
earlier this month ahead of the Pacific Islands Forum.

Under the pilot program two thousand 500 workers from Tonga .. Vanuatu .. Kiribati
and Papua New Guinea will be given temporary work visas to do seasonal agricultural work
.. like fruit picking.

Earlier today Mr RUDD indicated East Timor is ineligible to take part because it isn't
a member of the forum.

The Prime Minister says the Olympic Games has been the opening act of what he calls

his proposal for an Asia-Pacific community.

Brisbane an authority to itself .. and is contemplating shutting it down over some of
its practices he says separate it from the Roman Catholic Church.

At St Mary's .. unorthodox masses are conducted .. women can preach and homosexual
couples are blessed .. while there's even a small statue of a Buddhist monk praying inside
the church.

Pakistan's ruling coalition is at risk of being pulled apart today .. setting the stage
for a major political showdown two weeks before the country's politicians choose a new
president.

Former prime minister NAWAZ SHARIF .. head of the second-largest party in the coalition
.. has made today the deadline for the reinstatement of judges sacked by PERVEZ MUSHARRAF

BRISBANE, Dec 16 AAP - Extending the Northern Territory's indigenous intervention program
into other states would be wrong until a review determines its effectiveness, Prime Minister
Kevin Rudd says.

National outrage over the gang rape of a 10-year-old Aboriginal girl on Queensland's
Cape York has triggered debate about whether the government should extend elements of
the intervention into Queensland.

But federal Indigenous Affairs Minister Jenny Macklin has ruled out extending the program
elsewhere at this stage.

Mr Rudd, who yesterday met Aboriginal leaders in Darwin to discuss their concerns over
the reforms intended to combat child sex abuse, today reiterated his support for the intervention,
put in place by the former coalition government.

But he stood by an election promise to review the program after 12 months, despite
national outrage over the gang-rape case.

"We'll review it at the 12-month point and make an assessment of its effectiveness,"

Mr Rudd told reporters in Brisbane today.

"Therefore in response to any suggestion that it be applied elsewhere, that is a wrong
approach until such time as we've actually concluded our assessment of its effectiveness.

"My approach therefore with states and territories long term, and in the immediate
term, is to work cooperatively."

Mr Rudd said he would talk with the states and territories during the week about placing

NSW: Police probe excavator death

SYDNEY, Aug 4 AAP - A man has died after he was trapped in the cabin of an excavator
which toppled into deep creek water on the NSW south coast.

The 46-year-old Crookwell man was working in a creek bed at Kangaroo Valley at about
midday (AEST) yesterday when part of the gravel creek bed gave way, police said.

The excavator tipped onto its side, plunging the cabin into deep water.

Attempts by the man's workmates and NSW Ambulance personnel to free him were unsuccessful.

Another excavator was used to lift the crippled machinery to the surface.

Police from Shoalhaven Local Area Command, Forensic Services Group and the Rescue Squad
attended the scene.

Police will prepare a report about the man's death for the coroner.

CANBERRA, Feb 11 AAP - Coal miners need not lose their jobs as Australia moves to reduce
its greenhouse emissions, federal Opposition Leader Kevin Rudd says.

Mr Rudd said today a Labor government would work with the coal industry to protect
jobs while also protecting the environment, amid mounting concern about the contribution
of coal-fired power stations to global warming.

Asked on Network Ten if it was inevitable there would be job losses in the coal industry,
Mr Rudd replied, "Not necessarily.

"The country needs a responsible, long-term response to climate change which does this
- protects our environment, protects jobs and builds new jobs in other energy sectors
as well."

Mr Rudd said a national emissions trading scheme would engage the coal industry in
helping to reduce Australia's greenhouse emissions.

"Across the mining industry, whether it's Rio Tinto or BHP as well as the coal miners'
union, all these organisations and individuals are now talking about the need for action,"

he said.

"Mr Howard's setting up a false debate in this area, saying that the coal industry's
over here (on one side) not wanting to act, and you've got a bunch of mad greenies over
here (on the other side) who want to destroy the planet.

"There's a way through this which actually works in partnership with industry, works
in partnership with mine workers, and you can do that through an effectively constructed
national emissions trading scheme."

Mr Rudd accused Prime Minister John Howard of repeatedly refusing to acknowledge the
impact of climate change until he was panicked into action by a concerned electorate.

"Mr Howard's response has been driven by the fact he's spent his life in politics as
a climate-change sceptic," he said.

"He's now trying to be the climate change solution and people are not buying it.

"In his heart of hearts, Mr Howard is still a climate-change sceptic."

Defence Minister BRENDAN NELSON says middle-aged Australians could also be in recruiters' sights.

Announcing a major boost to army numbers .. Dr NELSON'S foreshadowed a shake-up of
recruiting methods and standards.

At present .. anyone admitting to past drug use is automatically scrubbed from the
recruitment selection process .. as are people with weight problems and common health
issues .. like asthma.

But Dr NELSON says that's being reviewed .. and the ADF has to change its practices
and outlook .. if it's to meet new recruitment targets.

A senior fire officer says a lack of fire safety equipment was a factor in a multi-million
dollar fire today in Melbourne.

At least four factories have been destroyed in the blaze .. which started at the Lifestyle
Classics bedding factory in Moorabbin about 8.45 am (AEST) .. and quickly spread.

About 90 Metropolitan Fire Brigade and Country Fire Authority firefighters attended the fire.

MFB Assistant chief fire officer KEITH ADAMSON says the fire's intensity .. strong
north-west winds and a lack of fire safety equipment .. contributed to the damage.

The cause of the blaze is unknown .. but it's being investigated by Arson squad detectives
and MFB investigators.

WA: Western Power fined $17,500 for causing two deaths

WA's government-owned power utility has been fined 17 and a half thousand dollars for
its part in the death of two women killed in a bushfire two years ago.

Western Power pleaded guilty to one charge at Perth's Magistrate Court.

A Coronial inquest earlier this year found Western Power's actions caused the bushfire
that killed two women .. 59-year-old JUDITH WARD and 46-year-old LORRAINE MELIA .. in
the state's south-west on December 27 .. 2003.







Coroner Alistair Hope made eight recommendations in his report and Western Power said
it had acted on all of them.

It also said it would continue to monitor the safety of its network to prevent such
a tragedy happening again.

Bombardier Inc. - ASA Places Order for 70-Seat CRJ Series 700, Airline Reorders Series 200 50-Seater for a Total of 27 Aircraft.

TORONTO--(BUSINESS WIRE)--Sept. 4, 1998--Bombardier Inc.(TSE:BBD.A.) (ME:BBD.A.) (TSE:BBD.B.) (ME:BBD.B.) Atlanta-based Atlantic Southeast Airlines (ASA), a Delta Connection carrier, has executed agreements with Bombardier Inc. for the purchase of 27 Canadair Regional Jet Series 200 and Series 700 aircraft. The contract is the first order by the airline for the 70-passenger CRJ Series 700 and an early reorder for the 50-seat CRJ Series 200. The combined order is valued in excess of $575 million U.S. ($893 million Can.) in 1998 dollars.

Under the terms of today's agreement, 12 of the orders are for 70-passenger CRJ Series 700 aircraft while 15 of the aircraft will be the 50-seat CRJ Series 200 model.

Deliveries for ASA's 15 additional Canadair Regional Jet Series 200s will begin in February 2000 and continue at a rate of one a month. Delivery of the 12 CRJ Series 700 aircraft will commence in the fourth quarter of 2001 and be completed in the first quarter of 2003.

Tea innovation creates new drinking occasions; products focused on unique dayparts encourage consumers to view tea differently.(Market Insights)

IN THE TEA CATEGORY, SOME OF THE MOST UNIQUE NEW INNOVATIONS ARE not just offering consumers new flavors, but creating entirely new drinking occasions for tea as well. "Breakfast tea" has been a common tea variety for years, but some tea companies are creating new drinking occasions with products targeted at other specific times of day. Tea Forte Herbal Retreat Teas, for example, are going after the cocktail hour, while the Republic of Tea's Cuppa Chocolate Teas are designed as dessert drinks.

Tea Forte's Herbal Retreat products are promoted as "naturally caffeine-free, organic relaxation teas," but not of the sink-into-a-hot-bath variety. These teas are formulated for cocktail time and feature flavors such as Blueberry Merlot, Cherry Cosmo, Mojito Marmalade and Apricot Amaretto. Likewise, the Republic of Tea's Chocolate Red Velvet, Strawberry Chocolate and Coconut Cocoa red tea blends take their cues from cakes and other sweets and are positioned as dessert teas.

Both of the products hail from the U.S., but the concept also is being used in other markets. In Japan, Suntory introduced an After-Meal Luxury Oolong Tea last fall for after-dinner occasions. Poland's Loyd Tea found inspiration in the alcohol market for its Mulled Wine Teas in Raspberry, Cherry & Raspberry, Forest Charm and Citrus Mulled Wine varieties.

In a market crowded with health claims, the idea of placing tea in drinking occasions that previously were reserved for alcohol or sweet treats can help new teas stand out and help increase tea consumption overall.

DESSERT FOR DIETERS

Certain tea varieties already are strongly associated with specific times of day. Nearly half of U.S. tea drinkers, for example, say freshly brewed hot tea is consumed as a morning beverage. Similarly, more than half of herbal tea drinkers in the U.K. say they make a good evening drink. The new teas are expanding those associations with references to desserts or to alcohol drinks.

Chocolate-flavored teas make the easiest connections to dessert occasions. As tea products have far fewer calories than hot chocolate, they also can be positioned as healthier dessert alternatives. The Republic of Tea products, for example, have no sugar or calories. Even if consumers decide to sweeten the products on their own, they can decide which sweeteners to use and how much.

The ability to indulge in sweets is important to consumers who are watching their weight. Nearly three-quarters of U.S. consumers who are trying to manage their diet say it is important to treat themselves occasionally to stay happy. That number is 12 percent higher for women than men (78 percent versus 66 percent), which offers even further opportunities to target specific consumer groups.

In addition, consumers report their most frequent dieting challenges as missing out on a delicious taste, feeling deprived and feeling left out when others are enjoying food.

That's not to say dessert teas have to be marketed as "diet" products. In fact, that would detract from their indulgent profile. But tea-makers certainly have an opportunity to emphasise that their indulgent flavor comes without calories and sugar, and that consumers can choose the products guilt free.

FOODSERVICE OPPORTUNITIES

As indicated in the figure to the left, a third of consumers say one of the challenges to dieting is finding something healthy to eat at restaurants. A quarter of U.S. consumers currently order either hot tea or iced tea in restaurants, and expanding the tea menu to dessert occasions can increase those rates.

In addition, consumer research in the U.K. shows many consumers have been unwilling to give up the post-meal coffee purchase, despite recession-related cutbacks in restaurant purchases overall. The ritualistic aspects of the after-dinner coffee or tea could be expanded with menu innovation that emphasizes dessert flavors.

According to Mintel Menu Insights, when consumers are asked which menu items they would like to see more of, smaller desserts and bite-sized desserts are cited by nearly a quarter of fine-dining consumers.

The desire for small dessert items in restaurants speaks to consumers' need to treat themselves, even if it is just a taste of something decadent. Dessert teas could be paired with these scaled-down items or added to dessert menus as indulgent flavor options that offer a taste of something sweet as an alternative to a full-fledged dessert.

Withstanding the Flood.(Technology)

You never know when an attack is coming. But, if you're not ready, your systems will get flooded and shut down.

A typical such attack is a SYN flooding. "SYN" stands for an instruction to "synchronize" systems-which is a normal handshake for granting access to a server, when requested by a remote computer. Too many requests and you go down.

Such a flooding attack was blocked this spring by Quadron.

"I was going through firewall logs when I noticed a large number of connection attempts in a 30-minute time period which were left open for longer than usual," said Senior Systems Administrator Jason Simons. "This can be indicative of a SYN flood attack."

In making a connection, making the handshake goes like this:

* A remote computer sends a synchronize or SYN message to a server.

* The server sends an acknowledgment, aka SYN-ACK, back.

* The client responds with its own acknowledgment, or ACK, and the connection is made.

Such attacks have become less and less effective than they used to be, Simons said. But if resources are low, filtering is not occurring properly or a system is misconfigured, they can still be problematic.

In this case, "our firewall was able to correctly identify these packets coming from the same [Internet protocol source] as invalid traffic, thus blocking them and not allowing them to use up the firewall's connection resources." But checking logs frequently also helps.

Will Skype gamble pay off for Microsoft?(Reprint)

Imagine using your Xbox and switching from a game to a video chat with a faraway friend holding an iPad. Or going into your office email to invite Grandma to a virtual family reunion beamed on TV sets to relatives across the globe.

Microsoft's $8.5 billion purchase of Skype is supposed to make using the internet for video phone calls as common as logging on to facebook or instant messaging is today.

If it wins regulatory approval, the deal announced on Tuesday provides Microsoft, the world's largest software maker, with the means to sell more digital advertising and offer more conferencing tools to businesses.

Skype's services also span hot markets - online socialising, mobile phones and digital video -where Microsoft has been struggling to catch up with facebook, Apple and Google.

Analysts and investors couldn't seem to agree on whether Microsoft is wasting its money on an unprofitable service, or has pulled off a coup that will help it restore clout.

Microsoft believes it can attract hundreds of millions more by weaving Skype into its products. Not just Windows, which runs on eight of every 10 computers and servers, but also its Outlook email program, software for phones and the Xbox games console.

For businesses, Microsoft has separate communications software. Building Skype into it would make it easier for corporate users to conduct video chats with people at other companies, or from home, said Bern Elliott, an analyst at the research firm Gartner.

Skype allows users to make voice and video calls for free or a seriously low rate pennies. Calls from one Skype account to another are free.

Microsoft pledged to keep Skype in all the places it is currently available, including mobile devices that run off the software of two major rivals, Apple and Google. Skype users don't have to pay to install the software on Apple's iPhone, iPad computer tablet or on Google's Android system.

The new ownership is likely to means more advertising in Skype's video services.

The partnership would also bring Skype to the Xbox - the world's number two video gaming system.

The Microsoft-Skype partnership means a player could one day put a game aside and use the Xbox to call anyone else who has registered for a Skype account - a grand-mother on her landline, a friend holding an Android phone, a co-worker using Outlook email at work. It's also conceivable that Microsoft could expand Skype's video chatting services into social internet leader, facebook. Microsoft owns a 1.6 per cent stake in facebook, and both have an interest in cutting into Google's power.

When eBay bought Skype for $2.6 billion in 2005, it saw tremendous potential to bring together the millions of buyers and sellers in its online bazaar. But 'Skyping' and shopping didn't fit together the way eBay envisioned, feeding the skepticism about whether Microsoft will be able to realise its ambitions.

"The onus is on Microsoft to execute with this deal," said Morningstar analyst Sunit Gogia. "It's really hard ... for shareholders to be optimistic at this price point."

Although it makes billions of dollars selling software for personal computers, Microsoft has struggled badly in its effort to become a bigger force on the net. In the past six years, Microsoft's online division has lost more than $7.2 billion. Skype has also lost money consistently since its inception in 2003, mostly because it charges a small fraction of its users. As a standalone company, Skype lost $7 million on revenue of $860 million last year.

That didn't deter Microsoft. "We are a super-ambitious company," Microsoft CEO Steve Ballmer said. "This Skype acquisition is entirely consistent with our irrepressible, forward-looking nature."

But with consumer complaints over faulty deals on the rise, users and experts agree that better quality control should be guaranteed for the fledgling industry to continue growing.

Social commerce, a business model that is most well known through U.S. online commerce site operator Groupon Inc., generates profit by arranging daily discount deals between local retailers and subscribers through collective buying.

After Ticket Monster introduced the service in South Korea about a year ago, other homegrown operators such as Coupang and We Make Price have thrown down the gauntlet on the market. Around 300 social commerce sites are estimated to be operating in Seoul alone.

Despite the stellar growth of South Korea's social commerce market, valued at around 60 billion won (US$55 million) as of end-December, more and more consumers complain about the quality of the deals. They protest that customer service is being sacrificed for social commerce site operators' ambition for expansion.

Social commerce operators acknowledge the need to address the problems.

"The industry is aware of rising consumer complaints and the lack of a unilateral customer service policy," said Choi Min-sik, general manager of the Korea Internet Corporations Association, disclosing that consumer protection guidelines may be set up as early as May.

Choi said a consultative body of social commerce operators has been formed to systematically monitor customer complaints but that the problems regarding the operators are exaggerated due to the sudden public attention they received in the embryonic stage.

Yoon Bin-na, 26, is one of the complainants of poor quality of social commerce services. The Seoul-based market researcher said she felt deceived when she found that a restaurant voucher she bought wasn't actually a value deal as the Web site had promoted.

In February, Yoon bought a voucher for two people to dine at a ritzy deli in Myeongdong, a fashion district in central Seoul. The set menu she bought, consisting of high-end versions of street food, was being sold at half of its original price.

"I took my mom there, but after the meal, she said discounts come with a reason. It was embarrassing," said Yoon, adding she is now more careful about buying deals at social commerce sites.

"I felt deceived. Why did I go through the trouble of buying the coupon online?" she said.

According to a survey by the Korea Chamber of Commerce & Industry, one out of four social consumer site users said they were discontent with the deals. More than 30 per cent of the unhappy respondents said they were unable to use the deals due to insufficient supply, while 19 per cent had problems regarding refunds. Seven per cent of the respondents said the deals were lower in quality compared with normal-priced products.

The rise in consumer complaints has even triggered a wave of anti-social commerce moves. Social Consumer Cafe, an online community of unhappy social consumers, now represents more than 4,000 consumers after opening with 17 members in February.

Hundreds of reviews posted on the online space tell stories of people who were denied refunds or could not use their coupons due to limited supply. A large number of stores that advertise deals on social commerce sites are small- and mid-size retailers, which may be incapable of handling a sudden rush of customers.

"The existing operators are not offering good quality or customer service," said Jung, a 35-year-old office worker who established the online community and did not want his first name used. "They seem to only focus on beefing up subscriptions by airing television advertisements and increasing the number of deals without proper screening."

"The number of new subscriptions easily outweigh the number of consumers who go through the hassle of filing a refund or making complaints, which seem to be the reason social commerce operators ignore consumer complaints," said Jung, "But they should know what's more important for the industry's long-term growth."

Individual operators, nonetheless, are stepping up efforts to satisfy consumers.

Ticket Monster launched a 20-member team in February to screen the quality of deals and provide customer service education to retailers.

Coupang reinforced its customer service by assigning 80 of its 200-strong workforce to addressing customer complaints and improvement of the quality of deals.

Groupon, which made its debut in South Korea in March, puts quality and timely customer service at the vanguard of its strategy, beating wide expectations that it would opt for a more novel approach to make up for its belated start.

"The most important thing is going back to the basics. We hope to build trust by providing timely responses to customer needs and maintaining quality control," Groupon Korea CEO Hwang Hee-seung said at the launching show in Seoul.

It is unclear whether the ongoing debate over social commerce is a fundamental issue or part of a trial-and-error process all start-up businesses go through. But one thing is clear: consumer opinion and their demand for higher quality is not something social commerce site operators can overlook if they want to keep growing.

"Individuals are becoming one-person media on the back of robust social networking," said You Jae-hoon, a researcher at LG Economic Research Institute.

"Their opinions are having more and more impact on the thoughts of their friends and people within their online network boundaries."

"In that sense, social commerce operators should put more effort into each deal rather than simply increasing the number of deals for one-off marketing effects," said You.

Social commerce shoppers offer an easier explanation.

"Consumers want decent deals at a good value price," said the Seoul-based market researcher, Yoon.

"Nobody wants to trade off quality for a small discount."

Click a button and stop time, or at least pause a live cricket match to watch Yuvraj Singh hit a six from any angle. Click again to book a movie ticket or order a pizza, even e-mail or chat with your friends. And, of course, there are the umpteen soaps to choose from. No, it's no illusion. Your TV may finally be ready to drop the 'idiot box' tag as it turns intelligent with the direct-tohome (DTH) broadcast and Internet Protocol TV (IPTV).

New players The advent of DTH and IPTV has widened our entertainment options. No more will a visit to the boondocks mean missing your favourite serial. Even in remote areas, where it's tough to lay cable wiring, it's possible to access DTH. The system uses a mini satellite dish that can be installed anywhere. This is connected to a set-top box (STB), which, in turn, is linked to your TV. Prominent players in the DTH arena are dishtv, Tata Sky, Sun Direct and BIG TV.

The IPTV system also uses an STB, but you receive the transmission through a cable that provides three services TV, Internet and landline. A splitter divides the cable between your phone and modem. The modem, in turn, splits the line into two for the broadband connection and TV. So far, the IPTV service is provided by Airtel digital TV interactive and MyWay.

Pay for what you want Gone are the days when you had to accede to the cable-wallah's demands, paying what he asked for and watching the channels he wanted to show. Now, you can decide the channels you want to see and the amount you want to spend on them. The basic packs for DTH and IPTV start from Rs 100 for 50-100 channels. Though at first glance this seems much cheaper than your monthly cable bill (see table), there's a catch. The basic or starter packs include 10-21 audio channels and 5-40 regional ones, many of which you might never watch. You will have to pay extra for certain sports, entertainment, news and kids channels.

For instance, dishtv offers 135 channels in its Silver Pack, which costs Rs 113, plus taxes. Of these, 37 are regional channels and 21 audio. If you want packs that are kid-oriented or sport-specific, you will have to pay an extra Rs 45 a month for them. Similarly, Sun Direct's Shine Pack provides about 130 channels at Rs 525 for four months, of which 36 are regional channels and 31 radio.

Unfortunately, currently, you can't replace the channels you don't want with those that interest you. "Our services are restricted by the terms and conditions laid down by the broadcasters and distributors. We have to perforce take package deals from them, which means we cannot provide flexibility to our customers. Also, some paid channels are expensive, so we prefer to provide them as an option, says Kapil Gupta, head, marketing, MyWay.

A stumbling block for most customers is the high cost of the equipment needed to be installed. An STB costs upwards of Rs 1,500. A modem without Wi-Fi will cost above Rs 500, while a Wi-Fi modem will cost more than Rs 800. The installation charges range from Rs 100 to Rs 1,500. In case you have two TVs at home, you'll need two STBs and separate connections. Though the second installation is provided at almost half the price of the first one, it does increase the total cost considerably.

The edge DTH and IPTV score over cable TV by a wide margin because of the features they offer. There are interactive programmes such as ICICI Active on dishtv, which lets you do TV banking, and iStox on BIG TV, which lets you check market updates and get in-depth analyses. Similarly, there are special channels for games, cooking, astrology, etc. "Our interactive channels give the customer the freedom to decide which programme he wants to watch, when it suits him. Services such as our shopping application are high in demand, says Vikram Mehra, chief marketing officer, Tata Sky.

IPTV also lets you book movie tickets, consult maps, check railway information or have pizza delivered at home. With the help of the alphanumeric remote, you can even send text messages, e-mails or chat with friends. "We are working on a travel platform, which will let customers book rail and air tickets too, says Gupta.

A convenient feature of IPTV is the time-shifted TV, which lets you record programmes to watch later. Among DTH players, this service is provided by Tata Sky+, but the STB, which has a personal video recorder, is much more expensive at Rs 8,999, as opposed to Rs 1,499 for a regular STB. Another feature being brandished is 'movies on demand'. However, at Rs 50 for a monthly subscription or Rs 25 for one movie, it's not worth the price as the movie libraries are still small and your choices are limited.

Airgas Reports Fourth Quarter Earnings of $0.31 Per Share.

RADNOR, Pa. -- Airgas, Inc., (NYSE:ARG), the largest U.S. distributor of industrial, medical and specialty gases, welding, safety and related products, today reported strong growth in sales, operating income and net earnings for its fourth quarter ended March 31, 2005. Net earnings for the quarter grew 12% to $24.2 million, or $0.31 per diluted share, compared to $21.7 million, or $0.29 per diluted share, in the same period a year ago. The current quarter includes expenses of $0.02 per diluted share related to the integration of the U.S. packaged gas business acquired from The BOC Group and the separation package for the Company's former Chief Operating Officer.

Fourth quarter sales increased 26% to $656 million reflecting strong same-store sales and price gains, as well as acquisitions. Total same-store sales were up 11% compared to the same quarter a year ago, with gas and rent up 8% and hardgoods up 14%. These results reflect continued improvement in manufacturing and other industrial market segments.

"We are very encouraged by our sales momentum, especially the strength in gases, and by the continued trend into April," said Airgas Chairman and Chief Executive Officer Peter McCausland. "The price increases initiated in March are gaining traction and helping to offset cost pressures related to the purchase and delivery of our products."

Fiscal 2005 net sales increased 27% to $2.4 billion. Net earnings for the year ended March 31, 2005 were $1.20 per diluted share compared to prior year results of $1.07 per diluted share. The results for the year ended March 31, 2005 include expenses of $0.05 per diluted share related to the integration of the U.S. packaged gas business acquired from The BOC Group and the separation package for the Company's former Chief Operating Officer. The results for the year ended March 31, 2004 included a non-recurring after-tax gain of $1.7 million, or $0.02 per diluted share, at National Welders Supply Company, and an after-tax $480 thousand special charge recovery related to a revised estimate on prior years' restructuring charges. Also included in the year ended March 31, 2004 are insurance-related losses of $2.8 million ($1.7 million after tax), or $0.02 per diluted share, for previously announced incidents at two of the Company's facilities.

"We grew fiscal 2005 earnings per share by 18%, excluding the non-recurring gains and charges noted herein, reflecting very good business trends," commented McCausland. "We are seeing strength across our business units and customer segments. Additionally, we surpassed our growth goals for our strategic platforms of bulk gas, safety products and strategic accounts, and also had good growth in medical and specialty gas. We expect continued strength in the year ahead."

Year to date, adjusted debt increased by $145 million as a result of acquisitions, primarily the BOC acquisition. Free cash flow for the year ended March 31, 2005 was $63 million, the majority of which was generated in the fourth quarter, compared to $115 million in the comparable prior year. The year over year decline is mainly attributed to increased inventories and accounts receivable in connection with overall sales growth and the BOC acquisition, as well as capital expenditures to support the growth in strategic products. After-tax cash flow for the comparable periods was $218 million versus $187 million. The definition of free cash flow, after-tax cash flow and adjusted debt, as well as a reconciliation of each to the Consolidated Financial Statements are attached. Additionally, a reconciliation between the growth in earnings per share and the non-GAAP growth in earnings per share excluding certain gains and charges is also included.

McCausland continued, "We expect earnings per diluted share of $1.43 to $1.50 in fiscal 2006, with $0.33 to $0.36 in the first quarter. We expect continued strong execution across the board, with improved operating margins and return on capital as we continue to drive our pricing initiative and complete the BOC integration."

(c) Effective December 31, 2003, the Company elected to adopt     Financial Accounting Standards Board Interpretation No. 46R,     "Consolidation of Variable Interest Entities," ("FIN 46R"), as it     applies to its joint venture with National Welders Supply Company,     Inc. ("NWS"), a producer and distributor of industrial gases based     in Charlotte, North Carolina.  For the nine months ended December     31, 2003, NWS' operating results were reflected as "Equity in     Earnings of Unconsolidated Affiliate."  Beginning January 1, 2004     and for the year ended March 31, 2005, the operating results of     NWS were reported broadly across the income statement in the "All     Other Operations" business segment.
